There is no RPM .spec file in the gtk+ 2.2.1 source tarball.
Normally, GNOME source tarballs have such a file, and it is
a huge time saver when one wants to install packages as
cleanly as possible.

I run RedHat 8.0.

A RPM in the spec file would not help you create an RPM
that was correct for use with Red Hat 8... there are
various customizations necessary And the .spec
file that was there before wasn't even close to correct
for any system.
