The properties present in Gnome 1.x are not present in Gnome2.2, e.g.,
always on top, etc.  I say etc. because I can't remember what was present
from right-clicking in Gnome 1.x, other than Always on Top.

Stays On Top is quite important imho, and many of the others aren't
missing, just missing from any menu (gconf-editor is a godsend).  Note
that panel menus and drawers also need to stay on top (they seem to be
controlled separately).

From reading the priority key, I'd personally reassign this to High,
since the bug has a large impact on _my_ ability to use the panel.  YPMV.

I'm running Debian 3.0 + backports: Gnome 2.2.1-1woody1, gnome-panel
2.2.1-1woody1, xfree86 4.2.1-3.bunk.4.  Bug submitter also ran debian

Marking as duplicate of bug 95058. If you want to request another
option than "stay on top", please open a new bug. "Stay on top" is
WONTFIX according to bug 95058.
