Description of Problem:
I have one panel on my left screen and no panels
on my right screen. When I maximize a window on
the right screen it will not fill up the whole
screen because it thinks there is a panel there
when there's not.

Expected Results:
If I maximize my window on the second screen it
should disregard the panel layout on the first
screen, and fill the entire screen.
