When metacity tries to place windows in an empty space, it sometimes places
the window partially offscreen.
This can happen when the only empty space is a corner in the lower right
side and the new window is larger than that space.

I'm not aware of a way to reproduce this consistently.

I've seen it reproduced by just opening a series of terminals on an
empty desktop. Probably everything has to be the right size for 
it to happen.

marking dup of bug 102418 assuming titlebar is offscreen, 
if the bottom of the window is offscreen that's either fixed 
in CVS (for underneath the panel) or a dup of bug 103327
