This is probably a dup, but it would be nice if each applet had a flag 
to lock it in place (and probably prevent its removal). Or if the applet 
keyed off gconf key writability for this.

I guess this is part of a general bigger-picture need to be able to lock 
things down a bit more. But just keeping people from losing/moving applets
is one of the big parts of the battle.
