report default currency is always USD

about version 1.7.6 the default currency of reports is always USD, even if another default currency has been selected from the preferences.
Hrmpf. We get this bug report over and over again. The "default currency" in the preferences refers to the default currency for a new account, not for a report. The report's currency follows the current locale. This was bug#87729 and IMHO the conclusion was that we're going to leave it as it is. Maybe we should make the "default currency" option a bit more clear. *** This bug has been marked as a duplicate of 87729 ***
I desagree STRONGLY with this feature and this conclusion. If you have an option "default currency", why not use it for reports, and use another setting? If the user ask for the default currency of accounts to be EUR, I guess he wants the currency of reports to be also in EUR. Trust me on that;-) Every stupid user as your servitor would expect this simple behavior. The identification of the default currency and the locale seems also highly inappropriate. The locale is really a cultural aspect, your native tongue, how you expect to see dates and so. The default currency depends on the money of the country where you leave. It may be not the same... many people leave abroad. On the other hand, although I'm French I keep a "C" locale because for most programs translation are often poor. For instance, it is quite impossible to understand computer error messages in French for me. So if I want a locale that would leave the English language and use EUR, I have to use the code for "Eire" (en_IE), beacause it is the only English speaking country that uses EUR. OR I have to define some sub environment variable LC_CURRENCY and hope? Well, it would be much simpler to have the option to work as every body expects;-)
