When one user is logged onto a system on more than on display, starting
'galeon' on the first display is successful but starting it on the second
display causes only a new window or tab to be opened in the galeon session
running on the first display.

Thus, only the user and not the DISPLAY specification being taken into
consideration when galeon decides to use an existing process rather than
start a new one.

(The scenario I have it this: I run 'X -query myworkstation' on my wireless
laptop to get a remote session. If I have galeon running on the main X
display, I can't get a galeon window on the laptop).
