The RTP plugin works and now includes the needed library files inside the
plugin directory, but it is not getting built by the standard build atm.

Noticed today that the build check looks for oRTP still also. That is
a bug as we ended up not using oRTP anyway.

Zeeshan claims the plugin is not standard compliant and shouldn't get
built even if can build. Closing.
