metacity does not seem to remember windows position/size

Steps to reproduce the problem:
1. open xterm
2. move it around
3. close it
4. reopen it

Actual Results:
xterm opens in the uppermost left corner

Expected Results:
xterm should open in the last position

How often does this happen?
every time
