Description of Problem:

Using Sun's beta 2 build 7 code base dated 27th
Aug. 

Steps to reproduce the problem:
1. Create a corner panel.
2. Make it horizontal and move that to top left
corner.

3. Try moving any other window up on right side of
screen.

Actual Results:

Before creating menu panel you were able to move
your any window till the menu panel. But, after
creation of corner panel, you top limit is reduced
to the bottom asix of corner panel.
i.e. there is band where you can not go now, which
probably is reserved for future growth of panel.
Which in my opinion is waste of space.

Expected Results:
It should let me move my other windows till the
top of screen.

How often does this happen? 
Every time.
