I started a new user account, and the first time that user logged on, the panel application would not start up.  An error message came up stating: "Application 'panel' (process 1953) has crashed due to a fatal error (Segmentation Fault)".  You guys possibly know what the problem is?

Thanks for the report.
Please try upgrading. (You can get the latest verison of GNOME from
ximian.com and perhaps from RedHat, though I'm not sure.)

In the future, if you could provide a stack trace of the crash, that
would be helpful.
