When migrating from older Gnome versions it may problem to load documents
in other encodings (like iso-8859-2) into gedit even if not in UTF8 locale.

It may be nice at least to have something like "Load encoded", where the user
could specify how the document is encoded.

You should be able to import files in you current locale encoding and
in ISO-8859-15.
If you cannot this should be reported as a bug.
