My theory is that there's a hardcoded icon position, but I haven't actually
looked.

The icon name display need improving. After increase the resolution in
the Font Rendering Details dialog box of GNOME, the icon name may
exceed the desktop border.

I'd say so - increasing desktop font size to insane sizes does not move the 
icons.

Well, actually with 2.10 Icon text does not render off-screen any more.
