suggested enhancment
allow the user to turn on/off "Fix Ratio" from the Object menu 
i suggest using the string Fixed or "Fix Ratio", or at least somemthing
simpler and clearer than "Aspectratio Fixed/Free".    

(this bug has nothing to do with bug 59880)

No, it doesn't.  Ctrl-drag restricts the movement to
horizontal/vertical.  Since the modify tool remembers the
starting point, it should be possible to have Shift-drag
be with fixed ratio.  We may or may not look at that for
the upcoming release, which is mainly a Gtk2 release.
After that we focus on UI.

I should probably change the summary, the implementation is not

The default ellipse and box objects are perfect circles and squares.
This is good.  But 
there is currently no way to keep the aspect
ratio fixed when resizing them.

Many 
drawing programs allow the use of the SHIFT key to hold 
the aspect ratio of ellipse and box 
objects fixed.

Please add this feature.

Just added fixed ratio functionality for ellipses, should be trivial
to do for rectangles as well.  Not in object menu yet.
