I remarked this today using GDM 2.4.0.0 and build Gnome2 using cvsgnome 
0.20 using the latest tarballs as of June 19.

I have not remarked this when I had no LOCALE set, this behavior only 
occurs so far when I set German for Gnome2 in GDM. When I run the 
gdmconfigurator in Gnome2 then go to:

TAB "Standard Greeter"

Select/Unselect "Always use 24 hour format" 

gdmconfigurator closes and closes as well the Gnome-Panel (however 
gnome-panel restarts immediatley)

I would like to point out that the changes made are not lost, only 
gdmconfigurator and gnome-panel are closed.

Possibly this may also a WindowManager Bug, as I remarked lot of 
similar things happen when I use SawFish. I'll check this.

I have checked this, it's no WindowManager bug, happens with Sawfish 
and with Metacity.
