Description:
If you create a panel with only icons  with no space next to the icons,
it becomes _really_ hard to get to the panel's right click menu.  It
would be easier if there were some sort of modifier key that would bring
up the panel right button menu.

In gnome 1.4, the panel context menu was always a sub-menu of any
right-clicking on the panel, thus you never couldn't get at it.

I like the modifier-key idea, though. It avoids clutter. It would
restrict the functionality to advanced users. I'm not sure if that's a
problem for this functionality.
