In gnome 1.4, the panel context menu was always a sub-menu of any right-clicking on the panel, thus you never couldn't get at it. I like the modifier-key idea, though. It avoids clutter. It would restrict the functionality to advanced users. I'm not sure if that's a problem for this functionality.
