Symptom: automatic proxy does not get reloaded upon program restart.

Reproduction: set an automatic proxy configuration file, load the proxy and
ensure that it works.  Leave the settings alone, close Galeon, restart
galeon, and the proxy setting does not take effect.  However, clicking on
Settings -> Proxy -> Disable Proxy, and then Settings -> Proxy -> Automatic
Proxy DOES reload the proxy file.  So it's just a minor processing glitch
with a workaround.  I believe this would also happen for a manually
assigned proxy.
