Gnome2 panel with a background pixmap has one pixel border of the default
gtk color around it - this makes it impossible to do a lot of those nice
tricks people used to do with background pixmaps on gnome 1.4 panels.

Is there a reason the border exists, or is it just something that got added
on the rewrite? Is it hard to remove, so that the background pixmap will be
flush to the panel edge?

Also, a lot of applets could also use the background pixmap, would it be
possible with the panel applet libs to add it for all applets at once?
