mouse: use AutostartCondition for the mouse daemon

The mouse daemon is only used for the mouse pointer location, which depends on the org.gnome.settings-daemon.peripherals.mouse/locate-pointer setting being true.

The patch attached binds the lifetime of the daemon to the setting being true through AutostartCondition.
