Paste from the clipboard does not work as soon as you have done one Copy command inside GIMP. This is a problem only for 2.10 in 32bits and 64bits versions. 2.8.22 works fine.

Example: 

1. Do a screenshot. Paste it as an image inside GIMP --> OK
2. Do another different screenshot. Paste it as an image inside GIMP --> OK
3. Do a Ctrl-C inside GIMP
4. Do another screenshot. Paste as an image inside GIMP --> NOT OK. The image pasted is the one copied in step 3. 

The only way to solve the issue is to close and restart GIMP.

File > Create > Screenshot
