image already open pastes in new tab instead of what's in clipboard

This is a really unpredictable bug in GIMP 2.10.0 RC 1 - sometimes it happens, sometimes it doesn't, and I have no idea why. copy any image using ctrl-c. paste it into GIMP 2.10.0 using ctrl-v copy any other image using ctrl-c attempt to paste it into a new tab in GIMP 2.10.0 using shift-ctrl-v. if you're lucky, you'll get that second image that is in the clipboard (attempting to paste it into another program will confirm that the second image is there); if not, you'll get the previous image instead. I have no idea what triggers this bug. Sometimes it happens with the first two images copied and pasted into the program, sometimes with later images. (If I knew how to find & use the debug dialog, I'd check that out and paste what it gives me when that bug occurs, but I don't.)
The above reported error still exists in GIMP 2.10.0 RC 2. It really should be squashed before the final version of GIMP 2.10 is released.
Do you use some clipboard manager on Windows?
No, I do not. Also, this bug seems to crop up after GIMP 2.10.0 has been left running for a while with nothing being done in it. Not sure why that would matter though.
This bug just cropped up AGAIN in the final release version of GIMP 2.10.0! It should really have been squashed already. Again, it happened after the program had been running for awhile with nothing being done in it.
Also, why is the splash screen still saying "RC 2" afer I updated to the final version? Did you forget to change that?
Just happened AGAIN, this time right after it pasted the previous image in the clipboard correctly!

Frederic, it appears that you are right about what's causing this bug. It still would be nice if the bug were squashed before the next release of GIMP.
Just to be sure: this has nothing to do with pasting to a new tab, the bug happens independently of where in GIMP you paste, right?
Yes - I've had it happen while pasting to an already open tab, too.
