Problem: switching WiFi and Bluetooth off, automatically enables Airplane mode, thereby requiring the user to disable Airplane mode before re-enabling WiFi or Bluetooth connections. This doesn't make sense, because the user never explicitly enabled Airplane mode.

Expected behaviour: Airplane mode should only be enabled when the user explicitly does so.

To reproduce: 
1. Turn off WiFi connections and Bluetooth connections.
2. Attempt to enable WiFi or Bluetooth.

Let me rephrase that, because the description, I now see, is not very accurate in that turning on WiFi or Bluetooth directly (through the gnome-shell top-right menu) is not obstructed. However, if the user attempts to select a network (through the gnome-shell top-right menu), they will be requested to turn off Airplane mode first.

TL;DR: to reproduce (through the gnome-shell top-right menu):
1. Turn off Bluetooth and WiFi in whatever order you prefer.
*Airplane mode becomes activated automatically at this point*
2. Then go again into the menu, and in WiFi, select "Select Network"
*A dialog appears, wherein the user is asked to turn off Airplane mode first*
