x264enc element have `key-int-max` property but does not have `key-int-min` property. Is there any reason that it does not have the property?

Keyframes interval is not dynamic, so it already makes little sense that it is called max. Though, it could be less then configured for many other reasons (resolution change, still picture preset, etc.).
