add BGR format ( now its possible for BGRx and ABGR but not BGR) 

opencv gstreamer pileine needs BGR as input so this would be perfect

Thanks for proposing this.

But that depends on the driver. gstreamer-vaapi queries what's supported by the surface to image conversion, and exposes it. I'm not aware of any driver that handles 24bit color spaces so far.

If you have any evidence of a driver using it, please reopen.
