When opening the "Users" control panel, the control center freezes for a few seconds until the panel's content finally shows up and the application becomes responsible again.

I don't known what operation takes that long when loading the panel, but it should probably be executed in background instead of using the UI thread. Maybe showing a progress indicator would be good idea as well.

I observed the described behavior in Gnome 3.26, but I already noticed it in Gnome 3.24. I run Gnome on Arch Linux.

Thanks for your bug report. It might be a duplicate of Bug 782627. Don't you have an external webcam connected? Does it help if you unplug the webcam?
