windowManager: Disable OSK gesture on lock screen

On the screen shield, the only possible interaction is lifting the
shield. The on-screen-keyboard is not useful for that, and the drag
gesture from the bottom may in fact conflict with dragging up the
shield, so disable it.

I haven't tested it yet, but does this mean there is no option to open the osk at all for the lock screen?

Yes. What would be your use case for the OSK?

(Note that 'lock-screen' and 'unlock-screen' are different - that is, after lifting the shield to reveal the password entry, the gesture is available again)

ok, i just wanted to ensure that i still can unlock the screen with the osk.
