gnome-photos 3.26.0

To reproduce this issue please make sure there is no photos under Pictures folder and no online accounts in Settings.

Steps:
1. Launch gnome-photos
2. Click the "Settings" link on the "No Photos Found" screen. 

Actual Result:
There is no response. And the "Settings" link doesn't work. 

Expected Result:
After click the "Settings" link, it should invoke the gnome-control-center successfully and navigate to the "Online Accounts" tab.

Confirmed on Arch, photos 3.24.3 installed via flatpak.
