That's a third party plug-in - you should report this to the G'Mic author.

The G'MIC forums are the best place to ask questions about getting this working:

Comment 3 Stephan Calkosz 2017-09-06 15:33:35 UTC
On the pixls forum I found a thread regarding this error. One has to replace the GIMP libcairo-2.dll with the previous version. Now the plug-in is detected and loaded but still it does not work. ZLIB1.dll does not run...

However this is the link to the libcairo-2 thread:

Starting with 2.9.6, 3rd party plug-ins are supposed to install into
a subfolder of a plug-in directory. This was done to fix this known bug
about warnings whenever a dll or some other non-executable is found.
Comment 6 Michael Schumacher 2017-12-19 15:11:26 UTC
This is for the G'Mic packagers to handle - and the way GIMP 2.9.x looks for plug-ins now makes the recommended approach of using sub-directories easier.
