Add option to delay screen blanking in the screen lock settings.

It would be nice if the Settings provided an option to the user to delay the screen blanking which turns off the monitor to save power immediately after locking. This is more of a problem for me because sometimes when I lock the session and get back quick, my monitor takes a reasonable amount of time to come back, considering I can type my whole password out before i see the screen. This is a nice feature to turn of the screen after locking but an annoyance in some cases. It would be very nice if an option could be surfaced to delay this screen turnoff (heck, it would be fine even in dconf itself). I will appreciate any further feedback from peiple wanting the same.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
