shortcuts: set the translation context on shortcuts

For shortcuts visible in the shortcuts window,
we need to set the "shortcut window" translation context

Notice that all these string are for the shortcuts window but not the actual one which is static but the one to come, that is a dynamic one, not activated yet and that will replace the first.

So, in short, you can't see those strings in the UI yet
( in case you want to check your translation)
