Here's what I do :

* log in
* create an extra panel (in my case, a bottom popup panel)
* add two icons to it
* add a workspace list and desktop applet to it
* move one of the two launcher icons to the right side (so that applets are
inbetween icons)
* leave gnome
* start gnome again
* now the workspace and window applets are to the right.

In short : the panel does not seem to store the relative position of items
in the panel
