Ctrl-Click on Files in the launcher no longer opens a new Nautilus window

On Fedora 25 with Gnome 3.22, Ctrl-Clicking on Files in the launcher no longer opens a new Nautilus window. Instead, it changes focus to an open instance. A new window can still be opened through the right-click context menu in the launcher.
I can reproduce this behavior when there's a nautilus window for home, but it works for any other folders. gnome-shell (where the launcher is implemented, not in mutter) has no knowledge at all when it comes to a window's content (like what filesystem location it represents), so as it stands, this is an application issue. (Although I do suspect that if the patch from bug 756844 landed in gnome-shell, the activation of nautilus wouldn't matter anymore with regard to ctrl-click)
