Rename Keyboard submenu and description

Bug #768755 is about updating the documentation for keyboard settings, such as the options to control the rate and delay of repeating key events when holding a key down. Likewise, I think the Keyboard submenu in GNOME Settings should probably be renamed, and the description should definitely be updated. Since the repeat key settings were moved to Accessibility, the only options left under Keyboard are shortcuts. So I think it would make sense to call it Keyboard *Shortcuts* instead of just Keyboard. Certainly the description is inaccurate: When I launch GNOME Settings and search for "repeat", it shows the Keyboard button, and to the right it says "View and change keyboard shortcuts and set your typing preferences". But typing preferences like key repeats are in Accessibility, and the compose key is only editable from Tweak Tool.
Tested in GNOME 3.22 on Fedora 25 Workstation x86_64 on my desktop, and GNOME 3.24 on a Fedora Rawhide virtual machine.
Fixed the keywords.
