Include Gtef in developer.gnome.org

I've used <abstract> instead of <_abstract> because Gtef is an acronym.
If "GTK+ Text Editor Framework" is translated it will no longer match
the acronym. I prefer that it's not translated.

Since Gtef starts with an uppercase letter, I'm not 100% sure that the patch is correct. But it seems that the other modules are all in lowercase in the same files.
