Add API reference for Gtef

It's a new library, see: https://wiki.gnome.org/Projects/Gtef I'll attach a patch.
Created attachment 349738 [details] [review] Include Gtef in developer.gnome.org I've used <abstract> instead of <_abstract> because Gtef is an acronym. If "GTK+ Text Editor Framework" is translated it will no longer match the acronym. I prefer that it's not translated.
Since Gtef starts with an uppercase letter, I'm not 100% sure that the patch is correct. But it seems that the other modules are all in lowercase in the same files.
