This seems to only affect new private browsing windows. New tabs created in private browsing do not exhibit this bug.

Opening new windows or tabs in regular browsing windows does not have this problem.
Changing between "New tab page" or "Blank page" for Homepage settings does not remove this bug from new private windows or tabs or add it to other windows or tabs.

Steps to reproduce:

1) Ctrl+Alt+N to open new private window
2) URL bar is not focused

I believe the shortcut is ctrl+shift+n, but I'm seeing this too.

Yeah and this is one of those super annoying papercuts. Could it be a duplicate of bug 723139 ?

No, that bug is obsolete because the address bar is focused by default now in normal browser mode. It's currently broken only in incognito mode.
