Steps to reproduce:
1. enable all views in gnome-todo
2. switch to "Lists" or "Unscheduled" view
3. watch the menu button state

What happens:
Menu button ("Sandwich menu") is disabled in "Lists" and "Unscheduled" view

What should happen:
The "Clear completed tasks…" action is applicable to all views, so please have it available in all views.

Affected software versions:
* gnome-todo-3.22.1-1.fc25.x86_64
* gnome-todo from gnome-nightly-apps flatpak build (likely en par with git master)

The Today and Scheduled panels have a menu button that is not available in the
Unscheduled panel.

To be more precise: The menu button is insensitive in list view, not invisible.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
older bug reports and feature requests in GNOME Bugzilla which have not seen
updates for a while.
