On epiphany scrolling with mouse whell is more slow than scrolling on pure gtk apps. 
Like firefox, epiphany could have options to ajust that behavior, even if that options was placed at dconf-editor.

There is a impression that at some pages the scroll process is more hard to do, but even in light pages it is very slow.

Sorry for my bad english, but slow here is no necesserally laggy.

I think these options would need to be added in WebKit first, then we could expose them in dconf-editor.
