When scrolling the screen with the mouse held down in Galeon, let's say a
dialog box is displayed on top of the browswer. So, you release the mouse,
dismiss the dialog box. The browser screen continues scrolling with the
mouse movement afterwards, even when the left mouse is not held down.

I guess this is some variation of the "wierd mouse scroll effect"
