Since commit 2f7ad2c "Stop using intltool", the 'Description' field in misc/gedit-plugin/devhelp.plugin.desktop.in doesn't get extracted to pot/po files.

devhelp.plugin.desktop.in is used to generate devhelp.plugin, a file needed for the gedit plugin. The 'Description' field is maybe not a standard field for a *.desktop file, so gettext doesn't extract it. With intltool it was marked for translation with '_Description'.

gettext sucks for translating *.desktop files, there is nothing we can do in Devhelp except using again intltool (which is unmaintained, so we don't want to do that).
