It would be nice if user is allowed to get notified for message from specific user in a specific channel.

I don't think this setting has to be exposed to end users, but be configurable using gsettings.

My specific use case is to get notified for the messages from bugbot on a specific (list of) channel(s). It would even be nice for being notified only if the message begins with 'New' (to get notified only for New bugs)
