Inform VM needs to be running for USB redirection

When I examined Properties > Devices when my VM was shut down to check for USB settings, I couldn't see any and assumed there was no USB forwarding available at all. Therefore, I suggest that the "USB devices" settings entry in Properties > Devices should show up even when VM is offline/stopped, but instead of a list of USB devices it should contain some sort of hint that no detailed settings are available unless the VM is started, e.g. "Launch the VM to choose the USB devices to be passed through to the guest". This would both let the user know that USB passthrough is indeed available, and inform them on what they need to do to be able to actually choose devices to be passed through (which is to launch the VM).
I think apart from informing users, we need to also provide a button to start the VM.
