bug demonstration

steps to reproduce
open gnome terminal window
put the mouse pointer in right side of title bar
drag down the terminal window to restore its size
Result: mouse pointer (hand) position is wrong

The same happens when I use nautilus instead gnome terminal.

Fixed in mutter 3.20.3.
