in this case, if a user named "m" is in a room and I type m and press tab, the tab-completed name was "mark_otaris". You can argue that in this case tab completion doesn't do much for me, but it's simply becoming a habit to press tab when writing a user's name. Hence I think it would be preferable to have any exact match listed as the first suggestion in the tabCompletion.

I don't disagree, but I don't think this makes sense as a separate bug. Right now, the list does not have any order at all, the bug to change that is bug 710274.
