I have noticed obviously, that when i have switched Windows keyboard to my country UTF8 keyboard, and then open GIMP and click i.e. CTRL+C (or etc..) it doesnt do anything.. if i switch (when GIMP window is open still, inside it) my language keyboard to english, it even doesnt help.. i have to exit the GIMP, then switch language keyboard to English, and then start gimp. after that CTRL+C (and etc.. ) works!

I can't reproduce on Linux with GIMP master and 2.8, and testing locales fr_FR.UTF8 and ja_JP.UTF8.
Maybe this is a Windows-only problem.

Which version of GIMP is it?
Which version of Windows?
Which language do you set exactly (and how)?

Yes it is a windows GTK+ problem, and it's a duplicate bug, but I don't
find the old one which we reassigned to GTK+.
