This adds a patch on libtheora copied from Ubuntu 16.04 package
to fix doc build.

I wonder why we build libtheora docs at all, I think we should just always disable docs for our dependencies. Not sure why this is not one unconditionally, maybe someone remembers (Sebastian?)
