System updates not shown even though there are pending updates

Forgive me if I'm misunderstanding, but this seems at least counter-intuitive, if not a bug: I'm testing gnome-software 3.18.3 on Fedora 23. It claims that no updates are available, but dnf update and yum update both offer 19 packages to upgrade. I guess none of these are visual applications, but I don't see an easy way in the system to do these updates other than through the commandline or installing another tool such as gnome package updater. For example, the system details in the control centre has a button for "Check for updates" that simply goes to gnome-software that claims there is nothing to update. Expected: the presented ways to update the system should include all updates, not just those for the few listed applications in gnome-software.
Ok, a day later when logging in, gnome-software does offer the updates. They are included under OS updates. So updates were known to the system, but gnome-software didn't display them yet. While I understand that gnome-software probably only checks/reports at certain times, I guess the main problem here is that it claimed there are no updates when I specifically asked it to check (for example with the button in System Details in the control centre).
I am having this problem as well. It seems like it is not doing 'apt update'. After I manually 'apt update' and this package refreshes itself and checks again (on reboot/wakeup), it will then tell me there are updates. I have been having to manually upgrade for a few weeks now.
Sorry it has taken a while to respond to your report. The reason there's a delay in updates being shown is that they are downloaded prior to being shown, so the behaviour is to be expected.
