Implement OMEMO for end-to-end encryption

It looks like OTR will never be implemented for Empathy. But two years after Snowden end-to-end encryption is really a basic requirement for every secure chat program. A few weeks ago I read about a promising protocol called OMEMO which seems to overcome all shortcomings of OTR and GnuPG with respect to instant messaging. Do you think this would be a option for Empathy to finally support end-to-end encryption? I think the developer may reject it too, due to lack of man power... But I am interesting in this, I use Conversations app in my android phone.
Is there a libomemo to be linked to from C?
