Hi,

This was a decision take given the problems users were having with that preference (should be allowed as a shorcut even when that option is unchecked? what's the difference between deleting and trashing?) etc.
So now delete permanently is present when trash is not possible, and if possible, trash is presented.

Closing as not a bug.

in nautilus 3.16.2, delete permanently is NOT present when trash is not possible.
