If you click on the splash screen while GIMP is loading (I only tried during the "Fonts" step, but I'm guessing it could happen any time) on Windows (8), it will grey-out, the window title will have "(Not Responding)" added to it and a dialog asking whether you want to close the program or restart it will appear. 

GIMP still starts up normally after a few minutes, but this is not very user-friendly and could be confusing for users who don't know that it didn't actually freeze.

Thanks for the report, it only happens with fonts, and is already known.
