xmlFileOpen() can't open file://host/path

Created attachment 309719 [details] [review] Patch for xmlIO.c When trying to open a network (UNC) file "file://host/path" und Windows (-D_WIN32), xmlFileOpen_real() tries to open "/host/path" on Windows and "//host/path" otherwise. Opening "//host/path" on Windows would succeed. GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
